Patricia Agaba Ruhinda is a seasoned Management Executive with over two decades of progressive experience in public administration, local governance, procurement management, and consultancy across Uganda and the East African region. She holds a Master’s Degree in Public Administration and Management from Makerere University and is professionally certified in Procurement and Supply by the Chartered Institute of Procurement and Supply (CIPS), United Kingdom. Patricia’s professional career reflects a strong blend of administrative leadership, policy coordination, and institutional development, marked by her commitment to integrity, efficiency, and public service excellence.
Throughout her distinguished career, Patricia has served in senior roles within the Ministry of Local Government, the Office of the Prime Minister, and UPIMAC Consultancy Services Ltd. She currently works with the Karamoja Peace and Technology University (KAPATU) Project, where she supports governance and administrative functions, including secretarial services to top management and coordination of university committees. Her previous responsibilities included procurement planning, contract management, preparation of policy documents, and ensuring compliance with regulatory frameworks. She has played an instrumental role in facilitating inter-agency coordination between government bodies, development partners, and local governments.
Patricia’s portfolio includes extensive consultancy work in local government performance assessments, policy formulation, and project implementation—particularly under World Bank-funded initiatives. She has led secretariats and quality assurance teams for multiple national assessments evaluating governance, procurement, and performance in over 100 local governments. Her assignments have spanned Uganda and Tanzania, focusing on strengthening accountability systems, improving procurement standards, and promoting effective service delivery.
Her leadership style is characterised by analytical rigour, mentorship, and collaboration. Patricia has supervised multidisciplinary teams, coordinated donor-funded projects, and contributed to major reforms in decentralisation, results-oriented management, and public sector modernisation. She possesses a strong command of administrative law, budgeting, and performance monitoring, and is recognised for her skills in community engagement, report writing, and strategic planning.
