It was a moment of joy, praise and worship among the Christians of Kotido Catholic Diocese as their Bishop, also the President of Karamoja Peace and Technology University (KAPATU) Project, Rt. Rev. Dominic Eibu MCCJ celebrated three years of leading the diocese.
The celebrations held on January 10, 2026, at Kotido Catholic Diocese were celebrated under the theme: ‘Abiding in Love, and Serving with Joy’ and attended by hundreds of believers alongside the Soroti Diocese Vicar General, Msgr Joseph Ochero, who was the chief preacher.
“Dear Brothers and Sisters in Christ, we gather today as one heart, one family, to give thanks to God for the gift of three years of episcopal ministry in our shepherd, Bishop Dominic Eibu Lokut. The theme of this celebration speaks directly to the core of our Christian life. This is not merely a slogan-it is the living reality we have witnessed in our midst,” Msgr Ochero said in his sermon.

He cited the biblical teaching about God’s love, saying God never forgets or abandons his people, no matter whether they forget him or wander lost.
“God does not abandon us. This is the very love that Bishop Dominic’s ministry reflects-a love that reaches out, especially to the marginalised, the forgotten, and the weary,” he noted.
According to Msgr. Ochero, in just three years, Rt. Rev. Eibu has become a light and true good shepherd in Kotido Catholic Diocese, whose care is not distant or abstract, but practical, pastoral, and personal.
“Think of his laughter — how when the Bishop laughs, the whole Diocese smiles! That joy is a sacred echo of the Gospel, a sign that Christ’s love is not a burden, but a source of profound joy. In a world often weighed down by insecurity, poverty, and fear, this joy is revolutionary, Msgr. Ochero said.
Rt. Rev. Dominic Eibu MCCJ came to Karamoja at a time of great challenge. Such challenges included insecurity, poverty and disunity. However, 3 years down the road, most of those challenges are now changing.
He was hailed for championing transformative initiatives in the Diocese.
“He did not come as an invader, but as a father and brother, at a time of great challenge. And look, what God has done through his leadership: insecurity is changing, hope is rising, and the community is reuniting as the family of God. Through livelihood projects, through education, through the outreach of KAPATU to our marginalised brothers and sisters. His service has been a beacon of love in tangible ways,” Msgr Ochero said.
According to Msgr Ochero, Bishop Eibu’s motto, “Console my people,” is not just words on a page, but it is lived out daily, bringing hope to the hopeless, warmth to the lonely, and radiance to the Church in Kotido.
“We have felt this not only in him, but in the beautiful witness of his entire family, who stand with him and with us. This is love made visible. In the Gospel, Jesus gives us the great commandment: “Love one another as I have loved you.” Bishop Dominic embodies this commandment through a leadership marked by humility, presence, and unwavering dedication,” he said.
He described the day as not just an anniversary but also a renewal.
“As a Diocese, we gather before Christ to recommit ourselves to service, to love, and to joy. We thank Bishop Dominic for being a living example of what it means to abide in love, even amidst temptations and trials. We thank him for being a father who unites, a shepherd who guides, and a brother who walks beside us,” he said.
He commended Bishop Dominic for his dedicated spirit, which he said has become a centre of love for all the flock in Kotido and beyond.
“We pray, with heartfelt affection, that you remain with us for many years to come, sharing the sacraments, the laughter, and the journey of faith. We pray for your health and strength, as Saint Paul encouraged, that you may continue this sacred mission with vigour,” he said.

September 3, 2025. Meeting with Hon. Maama Janet Kataha Museveni, Minister of Education and Sports, at State Lodge Nakasero regarding the transition of KAPATU from a Private University to a Nucleus National Public University for Karamoja and Ateker.
January, 2025, Gulu City. Meeting with Gen. Caleb Akandwanaho Salim Saleh, the Chief Coordinator of Operation Wealth Creation (OWC), Special Presidential Advisor on Defence (SPAD) and KAPATU Chief Adviser, regarding collaboration between the Government of Uganda and the Roman Catholic Church on government funding of development projects in the West Nile, Acholi, Lango, Karamoja, and Teso (WALK-T) regions. The special projects emphasise education, health, agriculture, and peace, which include the KAPATU Project.
On July 15, 2023, Bishop Dominic engaged with the Prime Minister of the Republic of Uganda, Rt. Hon. Robinah Nabanjja to secure a government funding commitment for the establishment and operation of the Karamoja Peace and Technology University (KAPATU) Project.
November 23, 2025. Bishop Dominic oversaw the Unveiling and Thanksgiving Ceremony of KAPATU to the people of Karamoja, Ateker and the entire world. The unveiling of the project marked a historic milestone for education, peacebuilding, and socio-economic transformation in the Karamoja and Ateker regions.
December 16, 2025. As University President, Bishop Dominic Eibu hosted the National Council for Higher Education (NCHE) at the KAPATU Main Campus in Losilang to assess the university’s readiness to commence academic programs, following an application from its management for a Provisional License from the NCHE.
ABOUT KAPATU
KAPATU is a Nucleus National Public University established jointly by the Roman Catholic Dioceses of Kotido and Moroto, the Catholic Lawyers Society International (CLASI), headed by its president, Counsel Severino Twinobusingye, and the government of Uganda. With its main campus situated at Losilang, Kotido municipality (Karamoja). The initiative aims to foster peace and sustainable development in the region through education.
It was conceived in 2014 but actualised on 29th April, 2023, in a colourful ceremony at Nsambya presided over by H.E. the Vice President, Maj. Jessica Alupo, who represented H.E. the President. The KAPATU project is being overseen by a Strategic Leadership Committee comprising President Yoweri Kaguta Museveni (Chair/Founding Chancellor), Vice President Jessica Alupo (Founding Deputy Chancellor), and First Lady, also Minister for Education and Sports, Maama Janet Kataha Museveni.
The government has, in the FY2025/26, allocated Shs180bn for the university’s establishment following a special cabinet sitting on 16th December 2024, chaired by H.E. the President and also attended by H.E. the Vice President.
