Dan Emmanuel APEU-O is a seasoned governance and financial management professional with over 15 years of progressive leadership across public finance, institutional governance, and international diplomacy.
He holds a Master of Business Administration (MBA), alongside advanced training in Project Planning and Development Studies from the Catholic University of Eastern Africa, Nairobi.
Currently, Emmanuel is the Deputy University Secretary and Chief Accounting Officer of the KAPATU Project, charged with safeguarding its financial and administrative health, ensuring strong governance systems, prudent resource management, and accountability to the Council and stakeholders.
Previously, he served at the Uganda Embassy in Türkiye, championing Uganda–Türkiye trade relations; brokering over USD 75 Million in investments and driving a 400% growth in bilateral trade volumes within two years.
Additionally, he directed USD 55+ Million donor-funded programs across Uganda, South Sudan, Kenya, Malawi, and Haiti, achieving 99% audit compliance, 35% fraud risk reduction, and directly supporting 6,000+ refugee women and girls in education, health, and economic empowerment.
At KAPATU Project, Emmanuel is building robust governance frameworks, attracting strategic partnerships, and positioning the University as a regional hub for peace, technology, and transformative education.
Fluent in ATEKER languages, English, Swahili, Arabic, and little Turkish, he also brings intercultural competence, diplomacy, and bridge-building capacity to advance KAPATU’s mission.
