Lomukura, Kotido District – During a recent rally on December 5th, Hon. Lokii Peter Abrahams MP, the Ex Officio Member of the University Council for the Karamoja Peace And Technology University (KAPATU) Project, and Jie County Parliamentary Representative expressed the eagerness of the 1.4 million residents of Karamoja for the university’s establishment. Speaking to President Museveni, who was visiting the Karamoja subregion, Lokii urged the President to address the rally and reassure the people of his continued support for the university.
In his remarks, Hon. Lokii thanked President Museveni on behalf of the Karamoja and Ateker communities for his steadfast support in addressing regional challenges, such as insecurity and cattle raiding. He particularly highlighted the President’s vision and financial assistance in launching the KAPATU Project, stressing that the university holds the answers to many long-standing issues faced by the people of Karamoja.

“Your support has been invaluable,” Lokii stated, expressing gratitude for the President’s willingness to serve as the Founding Chancellor of KAPATU. He emphasized that the university represents hope and a future for the people, allowing them to transition from traditional nomadic lifestyles to modern, settled living.
Additionally, Lokii commended the appointment of H.E. Maj. Jessica Alupo as Vice President and Founding Deputy Chancellor of KAPATU, acknowledging her leadership and contributions during the project’s launch earlier this year.
He also appreciated the contributions from various stakeholders, including General Salim Saleh, who provided technical support in developing academic programs aimed at uplifting the nine districts of Karamoja. The donation of over 2000 acres of land from the Rt. Rev. Bishop Domici Eibu and support from the Catholic Lawyers Society International (CLASI) were also recognized.
Hon. Lokii reiterated the university’s commitment to tackling insecurity in the region through its community-based programs, which focus on skilling youth, women, and elders in the local Karamojong language, while also ensuring that children have educational opportunities from nursery through university.
As the rally concluded, Lokii’s call for President Museveni to publicly express his support for KAPATU resonated strongly among the attendees, who are keenly awaiting the announcement of the university’s development. The hope remains high that with the President’s encouragement, the vision for KAPATU will soon become a reality, transforming the lives of many in the Karamoja region.
